The Indigenous Health Equity Institute (IHEI) has developed a series of self-guided and group-guided learning modules to cultivate interest in, and foundational understanding of, decolonizing principles.

These modules are interactive, relational, and reflective digital learning resources designed for learners within the IHEI Decolonizing Academy and partner institutions. They build understanding of how colonialism, settler colonialism, Indigenous erasure, epistemicide, and data injustice function as structural determinants of health—and how decolonizing principles, relational accountability, and reciprocity serve as pathways toward healing and justice and build strong Indigenous self-determination.
These learning tools were developed to support public health practitioners, researchers, educators, and community partners in understanding and addressing the lasting impacts of colonialism and settler colonialism on structures and applications of public health, and the subsequent impacts on Indigenous health and data systems. They offer structured yet relational pathways for learners to critically examine their own practices and institutions, and to move from awareness toward action and accountability.

IHEI’s Module Library
The Learning Hub modules are pathways into Indigenous ways of knowing, being, and practicing within public health. Grounded in ancestral wisdom and contemporary leadership, each module equips learners with the insight and tools needed to challenge harmful systems and build life-affirming alternatives. This is learning in service of collective healing and Indigenous resurgence.
Learning Tools & Resources
Learning Module: Relational Accountability & Reciprocity
This foundational module introduces relational accountability and reciprocity as core Indigenous values and non-negotiable practices for decolonizing health and data systems. Learners explore settler colonialism, settler privilege, and settler fragility as well as develop the grounding necessary to shift from extraction toward responsibility, repair, and Indigenous self-determination.
Learning Tool: Story-Based Definitions
This relational and reflective learning tool invites participants to explore key definitions through narrative, community voice, and guided practice. It strengthens institutional capacity to shift from extractive frameworks toward Indigenous-led governance, reciprocity, and health justice.
Statement of Commitment: Washington County Decolonizing for Data Justice
Grounded in Indigenous wisdom and guided by IHEI’s Data Justice framework, this report reflects Washington County’s commitment to healing public health’s settler roots. It documents a collaborative process, community accountability, and a living statement designed to advance Indigenous sovereignty, relational accountability, and systems transformation.
Decolonizing Academy Impact Report: Multnomah County
This comprehensive impact report documents the transformative outcomes of IHEI’s Decolonizing Academy programs. Through evaluation data, participant insights, and systems-level deliverables,including the Self-Determination Assessment and Advocacy Too, the report demonstrates measurable shifts in knowledge, reflection, and decolonizing practice across public health institutions.
